Trump's Progressive Warning Misses The Continent's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a misguided view of Europe. The document asserts that open-border policies and what it terms "progressive" policies represent an grave risk to European civilization. However, this perspective is based on a fundamental misreading of the reality. The actual challenge facing the EU is not cultural but technological and economic backwardness.

A Glaring Economic Gap Between Europe and the US

Statistics paint a stark contrast. Between 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry thirteen and a half percent growth for the European Union. Over this time, EU GDP per capita dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now has a greater average income than major European economies like France and Italy.

Today, about 50% of the world’s top fifty tech companies are American, while only four are from Europe.

The Technological Deficit: A Critical Problem

The growing economic gap is driven by superior efficiency gains in the United States, fueled by breakthroughs and higher total factor productivity. The landscape of global tech leadership is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into companies valued at more than $10bn, compared with just 14 in Europe.

This disparity raises a vital issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe stand? Experts widely concede it is essentially a contest between two involving the US and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major reasons account for this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. The EU has yet to establish a genuine unified investment market, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A US startup can introduce a product under a single set of laws to access a market of over 330 million. The EU, despite a larger population, is split among twenty-seven different national regimes, creating huge internal barriers.
  • Mindset Differences: Views on risk-taking differ sharply. In parts of Europe, business failure was historically met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

Despite these hurdles, one can find reasons for hope. European leaders are growing more conscious of the severe threat and have begun to advance serious reform. Key reports on European competitiveness and the single market highlight the necessity of sweeping reforms.

Given appropriate incentives and regulatory reforms, Europe's strengths could support much higher levels of business-led breakthroughs.

Europe still possesses considerable strengths: skilled human capital, top-tier education systems, and world-class labs. Coupled with a vast domestic consumer base and high savings rates, these elements have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not take the lead in developing next-generation technologies, it can still dramatically boost productivity by adopting and adapting advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. But, without bold steps to tackle its deep-seated problems, today's slow erosion could give way to a sudden and irreversible loss of world influence.
